North Carolina Express Permitting
The Express Permitting Program offers a more timely review of certain environmental permits than the traditional permit review process within the NC Department of Environment and Natural Resources. This program offers quicker permit decisions and certification as well as consultation to identify necessary environmental requirements. Higher fees are charged to support additional staff for the express review.
The express team can concurrently review applications for multiple permits that may be required for a project. This program also encourages greater involvement of property owners, developers and engineers to ensure good communication and high quality applications. Participation in the program is voluntary.

What permits are covered by the express process?
The following permits and certifications are currently part of the express program:
- Coastal stormwater permits
- Water quality wetland certifications
- Stream origin determinations
- Erosion and sedimentation control plans
- Permits under the Coastal Area Management Act
- Water quality non-discharge permits.
Local agencies that have jurisdiction over permitted activities in their area may not currently be participating in this program. The express program may expand to include other permits and certifications at a later date.
Can projects anywhere in the state participate in the Express Permitting Program?
Express permit staff are currently located in the Wilmington and Washington Regional Offices and in Raleigh. The program will be expanding to other parts of the state in the future. Projects with critical impacts and projects needing multiple environmental permits in other parts of the state will be considered on a case-by-case basis.
How many permits have been issued under the express permit program?
About 350 permits were issued through the pilot express program in 2004, which was the initial year.
How much time will be saved?
During the first six months of operation, there was a significant reduction in processing times.
